The project required rehabilitating two 60’ × 30’ radial flood control gates over an active, navigable river within a strictly limited outage window that allowed no schedule extensions. Two previous contractors had attempted the work and were unable to complete it on time, leaving large portions of steel unprotected and severely corroded.
